When suggesting to import an item, also suggest changing the path if appropriate

When we don't find an item we search all of them for an appropriate
import and suggest `use`ing it. This is sometimes done for expressions
that have paths with more than one segment. We now also suggest changing
that path to work with the `use`.

5b5964f569 rustc: Panic by default in DefIdTree::parent
Only crate root def-ids don't have a parent, and in majority of cases the argument of `DefIdTree::parent` cannot be a crate root.
So we now panic by default in `parent` and introduce a new non-panicing function `opt_parent` for cases where the argument can be a crate root.

Same applies to `local_parent`/`opt_local_parent`.

Perform lifetime resolution on the AST for lowering

Lifetime resolution is currently implemented several times. Once during lowering in order to introduce in-band lifetimes, and once in the resolve_lifetimes query. However, due to the global nature of lifetime resolution and how it interferes with hygiene, it is better suited on the AST.

This PR implements a first draft of lifetime resolution on the AST. For now, we specifically target named lifetimes and everything we need to remove lifetime resolution from lowering. Some diagnostics have already been ported, and sometimes made more precise using available hygiene information. Follow-up PRs will address in particular the resolution of anonymous lifetimes on the AST.

We reuse the rib design of the current resolution framework. Specific `LifetimeRib` and `LifetimeRibKind` types are introduced. The most important variant is `LifetimeRibKind::Generics`, which happens each time we encounter something which may introduce generic lifetime parameters. It can be an item or a `for<...>` binder. The `LifetimeBinderKind` specifies how this rib behaves with respect to in-band lifetimes.

Link impl items to corresponding trait items in late resolver.

Hygienically linking trait impl items to declarations in the trait can be done directly by the late resolver. In fact, it is already done to diagnose unknown items.

This PR uses this resolution work and stores the `DefId` of the trait item in the HIR. This avoids having to do this resolution manually later.

Rollup merge of #92510 - inquisitivecrystal:foreign-block, r=cjgillot
Don't resolve blocks in foreign functions

Although it is an error for a foreign function to have a block, it is still possible at the level of the AST. #74204 made AST lowering skip over blocks belonging to foreign functions, since they're invalid. However, resolve still treated these blocks normally, resulting in a mismatch between the HIR and resolve, which could cause an ICE under certain circumstances. This PR changes resolve to skip over blocks belonging to foreign functions, as AST lowering does.

Fixes #91370.

resolve: Use `NameBinding` for local variables and generic parameters

`NameBinding` is a structure used for representing any name introduction (an item, or import, or even a built-in).
Except that local variables and generic parameters weren't represented as `NameBinding`s, for this reason they requires separate paths in name resolution code in several places.

This PR introduces `NameBinding`s for local variables as well and simplifies all the code working with them leaving only the `NameBinding` paths.

Rollup merge of #80765 - petrochenkov:traitsinscope, r=matthewjasper
resolve: Simplify collection of traits in scope

"Traits in scope" for a given location are collected by walking all scopes in type namespace, collecting traits in them and pruning traits that don't have an associated item with the given name and namespace.

Previously we tried to prune traits using some kind of hygienic resolution for associated items, but that was complex and likely incorrect, e.g. in #80762 correction to visibilites of trait items caused some traits to not be in scope anymore.
I previously had some comments and concerns about this in https://github.com/rust-lang/rust/pull/65351.

In this PR we are doing some much simpler pruning based on `Symbol` and `Namespace` comparisons, it should be enough to throw away 99.9% of unnecessary traits.
It is not necessary for pruning to be precise because for trait aliases, for example, we don't do any pruning at all, and precise hygienic resolution for associated items needs to be done in typeck anyway.

The somewhat unexpected effect is that trait imports introduced by macros 2.0 now bring traits into scope due to the removed hygienic check on associated item names.
I'm not sure whether it is desirable or not, but I think it's acceptable for now.
The old check was certainly incorrect because macros 2.0 did bring trait aliases into scope.
If doing this is not desirable, then we should come up with some other way to avoid bringing traits from macros 2.0 into scope, that would accommodate for trait aliases as well.

---

The PR also contains a couple of pure refactorings
- Scope walk is done by using `visit_scopes` instead of a hand-rolled version.
- Code is restructured to accomodate for rustdoc that also wants to query traits in scope, but doesn't want to filter them by associated items at all.

resolve: Scope visiting doesn't need an `Ident`

Resolution scope visitor (`fn visit_scopes`) currently takes an `Ident` parameter, but it doesn't need a full identifier, or even its span, it only needs the `SyntaxContext` part.
The `SyntaxContext` part is necessary because scope visitor has to jump to macro definition sites, so it has to be directed by macro expansion information somehow.

I think it's clearer to pass only the necessary part.
Yes, usually visiting happens as a part of an identifier resolution, but in cases like collecting traits in scope (#80765) or collecting typo suggestions that's not the case.
