Validate fluent variable references in tests
Closes#101109
Under `cfg(test)`, the `fluent_messages` macro will emit a list of variables referenced by each message and its attributes. The derive attribute will now emit a `#[test]` that checks that each referenced variable exists in the structure it's applied to.
Syntactically accept `become` expressions (explicit tail calls experiment)
This adds `ast::ExprKind::Become`, implements parsing and properly gates the feature.

Don't bail out early when checking invalid `repr` attr

An invalid repr delays a bug. If there are other invalid attributes on the item, we emit a warning and exit without re-checking the repr here, so no error is emitted and the delayed bug ICEs
Currently a `{D,Subd}iagnosticMessage` can be created from any type that
impls `Into<String>`. That includes `&str`, `String`, and `Cow<'static,
str>`, which are reasonable. It also includes `&String`, which is pretty
weird, and results in many places making unnecessary allocations for
patterns like this:
```
self.fatal(&format!(...))
```
This creates a string with `format!`, takes a reference, passes the
reference to `fatal`, which does an `into()`, which clones the
reference, doing a second allocation. Two allocations for a single
string, bleh.
This commit changes the `From` impls so that you can only create a
`{D,Subd}iagnosticMessage` from `&str`, `String`, or `Cow<'static,
str>`. This requires changing all the places that currently create one
from a `&String`. Most of these are of the `&format!(...)` form
described above; each one removes an unnecessary static `&`, plus an
allocation when executed. There are also a few places where the existing
use of `&String` was more reasonable; these now just use `clone()` at
the call site.
As well as making the code nicer and more efficient, this is a step
towards possibly using `Cow<'static, str>` in
`{D,Subd}iagnosticMessage::{Str,Eager}`. That would require changing
the `From<&'a str>` impls to `From<&'static str>`, which is doable, but
I'm not yet sure if it's worthwhile.
Impl `Copy` for most HIR types
This simplifies the invocation of the `arena_types` macro and probably
makes working with HIR nicer in general.

Run various queries from other queries instead of explicitly in phases
These are just legacy leftovers from when rustc didn't have a query system. While there are more cleanups of this sort that can be done here, I want to land them in smaller steps.
This phased order of query invocations was already a lie, as any query that looks at types (e.g. the wf checks run before) can invoke e.g. const eval which invokes borrowck, which invokes typeck, ...
Fluent, with all the icu4x it brings in, takes quite some time to
compile. `fluent_messages!` is only needed in further downstream rustc
crates, but is blocking more upstream crates like `rustc_index`. By
splitting it out, we allow `rustc_macros` to be compiled earlier, which
speeds up `x check compiler` by about 5 seconds (and even more after the
needless dependency on `serde_json` is removed from
`rustc_data_structures`).
Remove `..` from return type notation
`@nikomatsakis` and I decided that using `..` in the return-type notation syntax is probably overkill.

incr.comp.: Make sure dependencies are recorded when feeding queries during eval-always queries.
This PR makes sure we don't drop dependency edges when feeding queries during an eval-always query.
Background: During eval-always queries, no dependencies are recorded because the system knows to unconditionally re-evaluate them regardless of any actual dependencies. This works fine for these queries themselves but leads to a problem when feeding other queries: When queries are fed, we set up their dependency edges by copying the current set of dependencies of the feeding query. But because this set is empty for eval-always queries, we record no edges at all -- which has the effect that the fed query instances always look "green" to the system, although they should always be "red".
The fix is to explicitly add a dependency on the artificial "always red" dep-node when feeding during eval-always queries.

Initial support for return type notation (RTN)

1. Only supports `T: Trait<method(): Send>` style bounds, not `<T as Trait>::method(): Send`. Checking validity and injecting an implicit binder for all of the late-bound method generics is harder to do for the latter.

3. ~Doesn't support RTN in general type position, i.e. no `let x: <T as Trait>::method() = ...`~

Remove box expressions from HIR
After #108516, `#[rustc_box]` is used at HIR->THIR lowering and this is no longer emitted, so it can be removed.

Simplify message paths
This makes it easier to open the messages file. Right now I have to first click on the `locales` dir to open it, and then on the `en-US.ftl` file. `Cargo.toml` and `build.rs` files are also in the top level, and I think there should not be more than one file, so a directory isn't really needed. The [chosen strategy for pontoon adoption](https://rust-lang.zulipchat.com/#narrow/stream/336883-i18n/topic/pontoon.20and.20next.20steps) is out of tree. Even if this descision is changed in the future, the `messages.ftl` approach is also compatible with non-english translations living in-tree, as long as the non-english translations don't live in the `compiler/rustc_foo/` directories but in different ones. That would also be helpful for grepability purposes.

Do not implement HashStable for HashSet (MCP 533)
This PR removes all occurrences of `HashSet` in query results, replacing it either with `FxIndexSet` or with `UnordSet`, and then removes the `HashStable` implementation of `HashSet`. This is part of implementing [MCP 533](https://github.com/rust-lang/compiler-team/issues/533), that is, removing the `HashStable` implementations of all collection types with unstable iteration order.
The changes are mostly mechanical. The only place where additional sorting is happening is in Miri's override implementation of the `exported_symbols` query.

rustc_middle: Remove trait `DefIdTree`
This trait was a way to generalize over both `TyCtxt` and `Resolver`, but now `Resolver` has access to `TyCtxt`, so this trait is no longer necessary.
Add `ErrorGuaranteed` to `hir::{Expr,Ty}Kind::Err` variants
First step in making the `Err` variants of `ExprKind` and `TyKind` require an `ErrorGuaranteed` during parsing. Making the corresponding AST versions require `ErrorGuaranteed` is a bit harder, whereas it was pretty easy to do this for HIR, so let's do that first.
The only weird thing about this PR is that `ErrorGuaranteed` is moved to `rustc_span`. This is *certainly* not the right place to put it, but `rustc_hir` cannot depend on `rustc_error` because the latter already depends on the former. Should I just pull out some of the error machinery from `rustc_error` into an even more minimal crate that `rustc_hir` can depend on? Advice would be appreciated.

Switch to `EarlyBinder` for `type_of` query
Part of the work to finish #105779 and implement https://github.com/rust-lang/types-team/issues/78.
Several queries `X` have a `bound_X` variant that wraps the output in `EarlyBinder`. This adds `EarlyBinder` to the return type of the `type_of` query and removes `bound_type_of`.

Implement partial support for non-lifetime binders
This implements support for non-lifetime binders. It's pretty useless currently, but I wanted to put this up so the implementation can be discussed.
Specifically, this piggybacks off of the late-bound lifetime collection code in `rustc_hir_typeck::collect::lifetimes`. This seems like a necessary step given the fact we don't resolve late-bound regions until this point, and binders are sometimes merged.
Q: I'm not sure if I should go along this route, or try to modify the earlier nameres code to compute the right bound var indices for type and const binders eagerly... If so, I'll need to rename all these queries to something more appropriate (I've done this for `resolve_lifetime::Region` -> `resolve_lifetime::ResolvedArg`)

It's not necessary to convert the whole attribute into a meta item to extract something specific.
Improve pretty-printing of `HirIdValidator` errors
This now uses `node_to_string` for both missing and seen Ids, which includes the snippet of code for which the Id was allocated. Also removes the duplicated printing of `HirId`, as `node_to_string` also includes that.

Strengthen validation of FFI attributes
Previously, `codegen_attrs` validated the attributes `#[ffi_pure]`, `#[ffi_const]`, and `#[ffi_returns_twice]` to make sure that they were only used on foreign functions. However, this validation was insufficient in two ways:
1. `codegen_attrs` only sees items for which code must be generated, so it was unable to raise errors when the attribute was incorrectly applied to macros and the like.
2. the validation code only checked that the item with the attr was foreign, but not that it was a foreign function, allowing these attributes to be applied to foreign statics as well.
This PR moves the validation to `check_attr`, which sees all items. It additionally changes the validation to ensure that the attribute's target is `Target::ForeignFunction`, only allowing the attributes on foreign functions and not foreign statics. Because these attributes are unstable, there is no risk for backwards compatibility. The changes also ending up making the code much easier to read.
This PR is best reviewed commit by commit. Additionally, I was considering moving the tests to the `attribute` subdirectory, to get them out of the general UI directory. I could do that as part of this PR or a follow-up, as the reviewer prefers.

Move format_args!() into AST (and expand it during AST lowering)

This moves FormatArgs from rustc_builtin_macros to rustc_ast_lowering. For now, the end result is the same. But this allows for future changes to do smarter things with format_args!(). It also allows Clippy to directly access the ast::FormatArgs, making things a lot easier.
This change turns the format args types into lang items. The builtin macro used to refer to them by their path. After this change, the path is no longer relevant, making it easier to make changes in `core`.
This updates clippy to use the new language items, but this doesn't yet make clippy use the ast::FormatArgs structure that's now available. That should be done after this is merged.
Previously, we verified that FFI attrs were used on foreign items,
but this allowed them on both foreign functions and foreign statics.
This change only allows them on foreign functions.

As an aside, it seems a lot of features are susceptible to this, `E0711` stands out to me because it's perma-unstable and we are effectively exposing an implementation detail.
Improve syntax of `newtype_index`
This makes it more like proper Rust and also makes the implementation a lot simpler.
Mostly just turns weird flags in the body into proper attributes.
It should probably also be converted to an attribute macro instead of function-like, but that can be done in a future PR.
Remove the `..` from the body, only a few invocations used it and it's
inconsistent with rust syntax.
Use `;` instead of `,` between consts. As the Rust syntax gods inteded.
This removes the `custom` format functionality as its only user was
trivially migrated to using a normal format.
If a new use case for a custom formatting impl pops up, you can add it
back.
Use `as_deref` in compiler (but only where it makes sense)

Record `LocalDefId` in HIR nodes instead of a side table
This is part of an attempt to remove the `HirId -> LocalDefId` table from HIR.
This attempt is a prerequisite to creation of `LocalDefId` after HIR lowering (https://github.com/rust-lang/rust/pull/96840), by controlling how `def_id` information is accessed.
This first part adds the information to HIR nodes themselves instead of a table.

The third part will be to make `hir::Visitor::visit_fn` take a `LocalDefId` as last parameter.
The fourth part will be to completely remove the side table.
Use `derive_const` and rm manual StructuralEq impl
This does not change any semantics of the impl except for the const stability. It should be fine because trait methods and const bounds can never be used in stable without enabling `const_trait_impl`.

Delay `include_bytes` to AST lowering
Hopefully addresses #65818.
This PR introduces a new `ExprKind::IncludedBytes` which stores the path and bytes of a file included with `include_bytes!()`. We can then create a literal from the bytes during AST lowering, which means we don't need to escape the bytes into valid UTF8 which is the cause of most of the overhead of embedding large binary blobs.
No longer lint against `#[must_use] async fn foo()`.
When encountering a statement that awaits on a `Future`, check if the
`Future`'s parent item is annotated with `#[must_use]` and emit a lint
if so. This effectively makes `must_use` an annotation on the
`Future::Output` instead of only the `Future` itself.
Fix#78149.
Port `dead_code` lints to be translatable.
This adds an additional comma to lists with three or more items, to be consistent with list formatters like `icu4x`.

Change #[suggestion_*] attributes to use style="..."
As discussed [on Zulip](https://rust-lang.zulipchat.com/#narrow/stream/336883-i18n/topic/.23100717.20tool_only_span_suggestion), this changes `#[(multipart_)suggestion_{short,verbose,hidden}(...)]` attributes to plain `#[(multipart_)suggestion(...)]` attributes with a `style = "{short,verbose,hidden}"` parameter.
It also adds a new style, `tool-only`, that corresponds to `tool_only_span_suggestion`/`tool_only_multipart_suggestion` and causes the suggestion to not be shown in human-readable output at all.
Best reviewed commit-by-commit, there's a bit of noise in there.

Track where diagnostics were created.
This implements the `-Ztrack-diagnostics` flag, which uses `#[track_caller]` to track where diagnostics are created. It is meant as a debugging tool much like `-Ztreat-err-as-bug`.
For example, the following code...

The new implementation doesn't use weak lang items and instead changes
`#[alloc_error_handler]` to an attribute macro just like
`#[global_allocator]`.
The attribute will generate the `__rg_oom` function which is called by
the compiler-generated `__rust_alloc_error_handler`. If no `__rg_oom`
function is defined in any crate then the compiler shim will call
`__rdl_oom` in the alloc crate which will simply panic.
This also fixes link errors with `-C link-dead-code` with
`default_alloc_error_handler`: `__rg_oom` was previously defined in the
alloc crate and would attempt to reference the `oom` lang item, even if
it didn't exist. This worked as long as `__rg_oom` was excluded from
linking since it was not called.
This is a prerequisite for the stabilization of
`default_alloc_error_handler` (#102318).
