This commit moves all thread-blocking I/O functions from the std::os module.
Their replacements can be found in either std::rt::io::file or in a hidden
"old_os" module inside of native::file. I didn't want to outright delete these
functions because they have a lot of special casing learned over time for each
OS/platform, and I imagine that these will someday get integrated into a
blocking implementation of IoFactory. For now, they're moved to a private module
to prevent bitrot and still have tests to ensure that they work.
I've also expanded the extensions to a few more methods defined on Path, most of
which were previously defined in std::os but now have non-thread-blocking
implementations as part of using the current IoFactory.
The api of io::file is in flux, but I plan on changing it in the next commit as
well.

Instead of scrutinizing modification times in rustpkg tests,
change output files to be read-only and detect attempts to write
to them (hack suggested by Jack). This avoids time granularity problems.
As part of this change, I discovered that some dependencies weren't
getting written correctly (involving built executables and library
files), so this patch fixes that too.
This partly addresses #9441, but one test (test_rebuild_when_needed)
is still ignored on Linux.
Add a new trait BytesContainer that is implemented for both byte vectors
and strings.
Convert Path::from_vec and ::from_str to one function, Path::new().
Remove all the _str-suffixed mutation methods (push, join, with_*,
set_*) and modify the non-suffixed versions to use BytesContainer.
Remove the old path.
Rename path2 to path.
Update all clients for the new path.
Also make some miscellaneous changes to the Path APIs to help the
adoption process.
This fixes private statics and functions from being usable cross-crates, along
with some bad privacy error messages. This is a reopening of #8365 with all the
privacy checks in privacy.rs instead of resolve.rs (where they should be
anyway).
These maps of exported items will hopefully get used for generating
documentation by rustdoc

This is a superset of @MaikKlein's #7969 commit, that I've fixed up to compile. I had a couple commits I wanted to do on top of @MaikKlein's work that I didn't want to bitrot.
To be more specific:
`UPPERCASETYPE` was changed to `UppercaseType`
`type_new` was changed to `Type::new`
`type_function(value)` was changed to `value.method()`
* Rename struct Sha1State to Sha1
* Remove all use of @ types
* Use fixed length vectors
* Move all of the inner functions from inside sha1() to top level, private functions
* Sha1 instances are now created via Sha1::new()
* Update all constant names to uppercase
* Remove unecessary assert_eq!s
* Remove check_vec_eq() helper function; use vec::eq() instead
I removed the `static-method-test.rs` test because it was heavily based
on `BaseIter` and there are plenty of other more complex uses of static
methods anyway.
