Remove the reg_thumb register class for asm! on ARM

Also restricts r8-r14 from being used on Thumb1 targets as per #90736.

README.md

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
