Patrick Walton 5aa264a14f libsyntax: Disallow keywords followed by ::.
This breaks code that looked like:

    mymacro!(static::foo);

... where `mymacro!` expects a path or expression. Change such macros to
not accept keywords followed by `::`.

Closes #17298.
