Add tidy check to error on new `Makefile`s in `tests/run-make` We would like to strongly encourage new `run-make` tests to be written in Rust and not add any new `Makefile`-based `run-make` tests.
This directory contains some source code for the Rust project, including:
- The bootstrapping build system
- Various submodules for tools, like cargo, tidy, etc.
