Restore `#![no_builtins]` crates participation in LTO. After #113716, we can make `#![no_builtins]` crates participate in LTO again. `#![no_builtins]` with LTO does not result in undefined references to the error. The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
