5985: Make MergeBehaviour configurable r=jonas-schievink a=Veykril This should make the newly implemented `MergeBehaviour` for import insertion configurable as roughly outlined in https://github.com/rust-analyzer/rust-analyzer/pull/5935#issuecomment-685834257.
