Jeremy Fitzhardinge 56a6828533 Implement --remap-path-prefix ...

Remove experimental -Zremap-path-prefix-from/to, and replace it with
the stabilized --remap-path-prefix=from=to variant.

This is an implementation for issue of #41555.
