Daniel Micay 4d7d101a76 create a sensible comparison trait hierarchy
* `Ord` inherits from `Eq`
* `TotalOrd` inherits from `TotalEq`
* `TotalOrd` inherits from `Ord`
* `TotalEq` inherits from `Eq`

This is a partial implementation of #12517.
