Rollup merge of #106045 - RalfJung:oom-nounwind-panic, r=Amanieu
default OOM handler: use non-unwinding panic, to match std handler

The OOM handler in std will by default abort. This adjusts the default in liballoc to do the same, using the `can_unwind` flag on the panic info to indicate a non-unwinding panic.

In practice this probably makes little difference since the liballoc default will only come into play in no-std situations where people write a custom panic handler, which most likely will not implement unwinding. But still, this seems more consistent.

72a25d05bf Use implicit capture syntax in format_args
This updates the standard library's documentation to use the new syntax. The
documentation is worthwhile to update as it should be more idiomatic
(particularly for features like this, which are nice for users to get acquainted
with). The general codebase is likely more hassle than benefit to update: it'll
hurt git blame, and generally updates can be done by folks updating the code if
(and when) that makes things more readable with the new format.

A few places in the compiler and library code are updated (mostly just due to
already having been done when this commit was first authored).

3c62f2f635 Re-add track_caller to panic_no_unwind in bootstrap
This function was updated in a recent PR (92911) to be called without the caller
information passed in, but the function signature itself was not altered with
cfg_attr at the time.

fe9dc6e62a Change TerminatorKind::Abort to call the panic handler instead of
aborting immediately.

The panic handler is called with a special flag which forces it to abort
after calling the panic hook.

09b37d7433 Use ZST for fmt unsafety
This allows the format_args! macro to keep the pre-expansion code out of
the unsafe block without doing gymnastics with nested `match`
expressions. This reduces codegen.

f827d3e285 Make const panic!("..") work in Rust 2021.
During const eval, this replaces calls to core::panicking::panic_fmt and
std::panicking::being_panic_fmt with a call to a new const fn:
core::panicking::const_panic_fmt. That function uses
fmt::Arguments::as_str() to get the str and calls panic_str with that
instead.

panic!() invocations with formatting arguments are still not accepted,
as the creation of such a fmt::Arguments cannot be done in constant
functions right now.
