5f09020e90 Added a lint_without_lint_pass lint. 
Four lints were missing from LintPass, making them unavailable unless the
`clippy` lint group is explicitly enabled:

* `for_loop_over_result`
* `for_loop_over_option`
* `match_overlapping_arm`
* `filter_next`

8e1dc0481c Include consts in the approx_consts lint for easier copypasting 
If you try to use `f64::PI`, it won't work-- you need to use
`f64::consts::PI`, so suggest that in the lint message.
