vec: remove BaseIter implementation
...
I removed the `static-method-test.rs` test because it was heavily based
on `BaseIter` and there are plenty of other more complex uses of static
methods anyway.

I was unable to fix the following unused import warnings. The code
here was weird.

...
You can still initialize multiple variables at once with "let (x, y) = (1, 2)".
