d2a3c24a95 Update more rustc/libtest things for wasm64
* Add wasm64 variants for inline assembly along the same lines as wasm32
* Update a few directives in libtest to check for `target_family`
  instead of `target_arch`
* Update some rustc codegen and typechecks specialized for wasm32 to
  also work for wasm64.

d208e1943b Fix a crash with wasm64 in LLVM
This commit works around a crash in LLVM when the
`-generate-arange-section` argument is passed to LLVM. An LLVM bug is
opened for this and the code in question is also set to continue passing
this flag with LLVM 14, assuming that this is fixed by the time LLVM 14
comes out. Otherwise this should work around debuginfo crashes on LLVM
13.

cfb2f98e9e Enable WebAssembly features by default on wasm64
These are all stable as-of-now in the WebAssembly specification so any
engine which implements wasm64 will surely implement these features as
well.

7f3ffbc8c2 std: Get the standard library compiling for wasm64
This commit goes through and updates various `#[cfg]` as appropriate to
get the wasm64-unknown-unknown target behaving similarly to the
wasm32-unknown-unknown target. Most of this is just updating various
conditions for `target_arch = "wasm32"` to also account for `target_arch
= "wasm64"` where appropriate. This commit also lists `wasm64` as an
allow-listed architecture to not have the `restricted_std` feature
enabled, enabling experimentation with `-Z build-std` externally.

The main goal of this commit is to enable playing around with
`wasm64-unknown-unknown` externally via `-Z build-std` in a way that's
similar to the `wasm32-unknown-unknown` target. These targets are
effectively the same and only differ in their pointer size, but wasm64
is much newer and has much less ecosystem/library support so it'll still
take time to get wasm64 fully-fledged.

cc7d8014d7 Specialize array cloning for Copy types
Because after PR 86041, the optimizer no longer load-merges at the LLVM IR level, which might be part of the perf loss.  (I'll run perf and see if this makes a difference.)

Also I added a codegen test so this hopefully won't regress in future -- it passes on stable and with my change here, but not on the 2021-11-09 nightly.

c20ee3e4d6 Add comments ensuring that generics are cleaned before args
Otherwise, rustdoc panics with messages like this:

   thread 'rustc' panicked at 'assertion failed: cx.impl_trait_bounds.is_empty()',
   src/librustdoc/clean/utils.rs:462:5

This ordering requirement is unrelated to the `clean_fn_decl_with_args`
refactoring, but the requirement was uncovered as part of that change.

I'm not sure if *all* of these places have the requirement, but I added
comments to them just in case.

cf6a73c1a4 Remove where bound from clean_fn_decl_with_args
Basically, this entails moving the arguments cleaning to the call site.

I extracted several local variables because:

1. It makes the code easier to read and understand.

2. If I hadn't, the extra `clean()` calls would have caused complicated
   tuples to be split across several lines.

3. I couldn't just extract local variables for `args` because then the
   arguments would be cleaned *before* the generics, while rustdoc expects
   them to be cleaned *after*. Only extracting `args` caused panics like
   this:

       thread 'rustc' panicked at 'assertion failed: cx.impl_trait_bounds.is_empty()',
       src/librustdoc/clean/utils.rs:462:5

   Extracting variables makes the control flow -- and the required
   order of cleaning -- more explicit.

Support early stopping too old pre-installed `tidy` command for macOS in the HTML checker

This PR brings early stopping the HTML checker before errors, which leave some macOS users confused, and suggesting installing a newer `tidy` command.

The pre-installed `tidy` command on macOS is too old, released on 31 October 2006. Additionally, I can see the same date at [StackOverflow](https://stackoverflow.com/questions/22283382/overwrite-osx-tidy
) seven years ago. The `tidy` does not support two indispensable options: `--mute-id` and `--mute`. So, the `./x.py test` command fails with a bunch of errors due not to muting them.

I could confirm the `./x.py test` command before installing a newer `tidy` failed and its command after the installation succeeded.

169b84fee3 Replace where-bounded Clean impl with function
This was the only Clean impl I found with `where` bounds.

This impl was doubly-confusing: it was implemented on a tuple and it
was polymorphic. Combined, this caused a "spooky action at a distance"
effect to make the code very confusing.

d8a1454dd8 miri: Detect uninitialized integers and floats
Change the Miri engine to allow configuring whether to check
initialization of integers and floats. This allows the Miri tool to
optionally check for initialization if requested by the user.

a083dd653a optimize Hash for Path
Hashing does not have to use the whole Components parsing machinery because we only need it to match the
normalizations that Components does.

* stripping redundant separators -> skipping separators
* stripping redundant '.' directories -> skipping '.' following after a separator

That's all it takes.

And instead of hashing individual slices for each component we feed the bytes directly into the hasher which avoids
hashing the length of each component in addition to its contents.
