This required some contortions because importing both raw::Slice
and slice::Slice makes rustc crash.
Since `Slice` is in the prelude, this renaming is unlikely to
casue breakage.

Implement for Vec, DList, RingBuf. Add MutableSeq to the prelude.
Since the collections traits are in the prelude most consumers of
these methods will continue to work without change.

This deprecates `.to_utf16`. `x.to_utf16()` should be replaced by either
`x.utf16_units().collect::<Vec<u16>>()` (the type annotation may be optional), or
just `x.utf16_units()` directly, if it can be used in an iterator context.

This can break code that looked like:

Change such code to take a type parameter that has the same size as the
type being transmuted to.
