This commit adds the said relation by keeping a map of type `FxHashMap<SourceRootId,Option<SourceRootId>>`
inside the `GlobalState`. Its primary use case is reading the rust-analyzer.toml files that can be
placed under every local source root. As a config will be found by traversing this "tree" we need the parent information
for every local source root. This commit omits defining this relation for library source roots entirely.
This commit also adds `tracing` to NotificationDispatcher/RequestDispatcher,
bumps `rust-analyzer-salsa` to 0.17.0-pre.6, `always-assert` to 0.2, and
removes the homegrown `hprof` implementation in favor of a vendored
tracing-span-tree.
Resolve inlay hint data
Part of https://github.com/rust-lang/rust-analyzer/issues/13962
Support https://microsoft.github.io/language-server-protocol/specifications/lsp/3.17/specification/#inlayHint_resolve better, by omitting all inlay hint fields specified in the client hint resolve capabilities.
Current list of all capabilities possible to resolve later:

Editor itself is able to invalidate hints after edits, and /refresh was sent after editor reports changes to the language server. This forces the editor to either query & invalidate the hints twice after every edit, or wait for /refresh to come before querying the hints.
Both options are rather useless, so instead, send a request on server startup only: client editors do not know when the server actually starts up, this will help to query the initial hints after editor was open and the server was still starting up.

Might help figuring out what queries should be limited by LRU by default, as currently we only limit `parse`, `parse_macro_expansion` and `macro_expand`.
feat: add the ability to limit the number of threads launched by `main_loop`
## Motivation
`main_loop` defaults to launch as many threads as cpus in one machine. When developing on multi-core remote servers on multiple projects, this will lead to thousands of idle threads being created. This is very annoying when one wants check whether his program under developing is running correctly via `htop`.

## Contribution
This patch introduce the configuration option `rust-analyzer.numThreads` to set the desired thread number used by the main thread pool.
This should have no effects on the performance as not all threads are actually used.

## Limitations
The `numThreads` can only be modified via `initializationOptions` in early initialisation because everything has to wait until the thread pool starts including the dynamic settings modification support.
The `numThreads` also does not reflect the end results of how many threads is actually created, because I have not yet tracked down everything that spawns threads.
