e9f1b06329 Use ast attributes every where (remove HIR attributes).
This could be a [breaking-change] if your lint or syntax extension (is that even possible?) uses HIR attributes or literals.

31310f5b65 Allow tracking issues for lang features.
This is similar to the libs version, which allow an `issue` field in the
`#[unstable]` attribute.

9ca1c61879 Instrumentation in effort to understand treatment of allow_internal_unstable.
It is all `debug!` instrumentation so it should not impose a cost on
non-debug builds.

79d02895ff Begin refactor type checking state
This first patch starts by moving around pieces of state related to
type checking. The goal is to slowly unify the type checking state
into a single typing context. This initial patch moves the
ParameterEnvironment into the InferCtxt and moves shared tables
from Inherited and ty::ctxt into their own struct Tables. This
is the foundational work to refactoring the type checker to
enable future evolution of the language and tooling.

8e58af4004 Fallout in stdlib, rustdoc, rustc, etc. For most maps, converted uses of
`[]` on maps to `get` in rustc, since stage0 and stage1+ disagree about
how to use `[]`.

84b060ce29 Add #[allow_internal_unstable] to track stability for macros better.
Unstable items used in a macro expansion will now always trigger
stability warnings, *unless* the unstable items are directly inside a
macro marked with `#[allow_internal_unstable]`. IOW, the compiler warns
unless the span of the unstable item is a subspan of the definition of a
macro marked with that attribute.

E.g.

    #[allow_internal_unstable]
    macro_rules! foo {
        ($e: expr) => {{
            $e;
            unstable(); // no warning
            only_called_by_foo!();
        }}
    }

    macro_rules! only_called_by_foo {
        () => { unstable() } // warning
    }

    foo!(unstable()) // warning

The unstable inside `foo` is fine, due to the attribute. But the
`unstable` inside `only_called_by_foo` is not, since that macro doesn't
have the attribute, and the `unstable` passed into `foo` is also not
fine since it isn't contained in the macro itself (that is, even though
it is only used directly in the macro).

In the process this makes the stability tracking much more precise,
e.g. previously `println!("{}", unstable())` got no warning, but now it
does. As such, this is a bug fix that may cause [breaking-change]s.

The attribute is definitely feature gated, since it explicitly allows
side-stepping the feature gating system.

19cb8f32d8 Check stability of struct fields.
We were recording stability attributes applied to fields in the
compiler, and even annotating it in the libs, but the compiler didn't
actually do the checks to give errors/warnings in user crates.

0cf2d00f0e rustc: Track stability of trait implementations
Previously an implementation of a stable trait allows implementations of
unstable methods. This updates the stability pass to ensure that all items of an
impl block of a trait are indeed stable on the trait itself.

bbbb571fee rustc: Fix a number of stability lint holes
There are a number of holes that the stability lint did not previously cover,
including:

* Types
* Bounds on type parameters on functions and impls
* Where clauses
* Imports
* Patterns (structs and enums)

These holes have all been fixed by overriding the `visit_path` function on the
AST visitor instead of a few specialized cases. This change also necessitated a
few stability changes:

* The `collections::fmt` module is now stable (it was already supposed to be).
* The `thread_local:👿:Key` type is now stable (it was already supposed to
  be).
* The `std::rt::{begin_unwind, begin_unwind_fmt}` functions are now stable.
  These are required via the `panic!` macro.
* The `std::old_io::stdio::{println, println_args}` functions are now stable.
  These are required by the `print!` and `println!` macros.
* The `ops::{FnOnce, FnMut, Fn}` traits are now `#[stable]`. This is required to
  make bounds with these traits stable. Note that manual implementations of
  these traits are still gated by default, this stability only allows bounds
  such as `F: FnOnce()`.

Additionally, the compiler now has special logic to ignore its own generated
`__test` module for the `--test` harness in terms of stability.

8e4c00b939 Rollup merge of #21958 - brson:stable-features, r=alexcrichton
....

The 'stable_features' lint helps people progress from unstable to
stable Rust by telling them when they no longer need a `feature`
attribute because upstream Rust has declared it stable.

This compares to the existing 'unstable_features' lint, which is used
to implement feature staging, and triggers on *any* use
of `#[feature]`.
