This also reorders the fields to reduce the assembly operations for hashing
and changes two UI tests that depended on the former ordering because of
hashmap iteration order.
Update lintcheck output to use tables and add markdown support
This PR updates changes lintcheck's output to use text tables and adds a markdown option to use Markdown links in the reports table. At first, I tried to keep the original output format, but the loading of old stats broke with the markdown option. The old format is therefore sadly incompatible with the new one. I can if requested make it in a way that the markdown output is only and optional additional output, but that would require more work for little benefit IMO.
For now, lintcheck has two output types. Here are the examples (best viewed on desktop):

This is a follow-up from #91645, regarding [some remarks I made](https://rust-lang.zulipchat.com/#narrow/stream/187312-wg-async-foundations/topic/join!/near/264293660).
Mainly:
- it hides the recursive munching through a private `macro`, to avoid leaking such details (a corollary is getting rid of the need to use `@` to disambiguate);
- it uses a `match` binding, _outside_ the `async move` block, to better match the semantics from function-like syntax;
- it pre-pins the future before calling into `poll_fn`, since `poll_fn`, alone, cannot guarantee that its capture does not move;
- it uses `.ready()?` since it's such a neat pattern;
- it renames `Took` to `Taken` for consistency with `Done`.
Remove lintcheck log and add `--filter` option to lintcheck
This PR removes the really outdated lintcheck log from this repo and adds a new `--filter` option to force warnings of a lint. This also ignores `allow` attributes. I believe that this is a good thing, as we'll see if suppressed false positives are also fixed by the changes.

This already enables `download-rustc`, so it's quick to build rustdoc,
and this makes it less confusing when changes to rustdoc aren't reflected in the docs.
Note that this uses 2 and not 1 because `download-rustc` only affects stage 2 runs.
#91407 changed the serialization format which leads to ICEs for nightly users such as #91663 and linked issue.
Bumping the metadata version should lead to the cached files being discarded instead.
