Add ignore config option
...
For example, with the following config file, rustfmt will ignore `src/types.rs`,
`src/foo/bar.rs` and every file under `examples/` directory.
```toml
[ignore]
files = [
"src/types.rs",
"src/foo/bar.rs",
]
directories = [
"examples",
]
```
