This enables the same warnings that are enabled in `clippy_lints` also
in `clippy_utils` and `clippy_dev`. Then it makes sure, that the
`deny-warnings` feature is passed down to `clippy_lints` and
`clippy_utils` when compiling Clippy.

The test reads through all the .stderr files in the testsuit and checks lint messages that start with "help: ", "error: " etc.
There is also an exception list for special messages that are deemed acceptable.

These updates allow us to specify multiple testnames for `TESTNAME`.
The new version of compiletest-rs also includes `bless` support, but is
not enabled with this PR.
This utilizes https://github.com/rust-lang/rust/pull/60584 by setting
our own `panic_hook` and pointing to our own issue tracker instead of
the rustc issue tracker.
This also adds a new internal lint to test the ICE message.
**Potential downsides**
* This essentially copies rustc's `report_ice` function as
`report_clippy_ice`. I think that's how it's meant to be implemented, but
maybe @jonas-schievink could have a look as well =)
The downside of more-or-less copying this function is that we have to
maintain it as well now.

Add rust-toolchain for clippy_dev
AFAIK, `clippy_dev` is supposed to be built on stable. (This is why it's not a `[bin]` inside the root `Cargo.toml`.) This adds a `rust-toolchain` file for easy switching.
