2e7ec80bcc librustc: Enforce privacy for static methods. 
This starts moving a bunch of privacy checks into the privacy
checking phase and out of resolve.

are currently inferred.  New rules are coming that will require
them to be explicit.  All add some explicit self declarations.

Convert all uses of vec::slice to vec::view Issue #3869
Rename const_view to const_slice
Renamed mut_view to mut_slice
Fix windows build error.  `buf` is borrowed by the call to
`as_mut_buf()` and so we must invoke `slice()` outside of that
call.

319eeb1c79 rename map -> oldmap and mark it as deprecated 
LinearMap is quite a bit faster, and is fully owned/sendable without
requiring copies. The older std::map also doesn't use explicit self and
relies on mutable fields.
