This restructures tidy.py to walk the tree itself, and improves performance considerably by not loading entire files into buffers for licenseck. Russell	e6e6ef24ab	Allow generic foreign functions. ... Generic extern functions written in Rust have their names mangled, as well as their internal clownshoe __rust_abi functions.
