Rollup merge of #123206 - stepancheg:pointee-metadata-freeze, r=Amanieu

Require Pointee::Metadata to be Freeze

So pointee metadata can be used in anonymous statics.

This is prerequisite for implementing ThinBox without allocation for ZST.
