library: Stabilize const_ptr_write

Const-stabilizes:
- `write`
- `write_bytes`
- `write_unaligned`

In the following paths:
- `core::ptr`
- `core::ptr::NonNull`
- pointer `<*mut T>`

Const-stabilizes the internal `core::intrinsics`:
- `write_bytes`
- `write_via_move`
