Auto merge of #35992 - SimonSapin:rc-arc-ptr-eq, r=alexcrichton
Add `pub fn ptr_eq(this: &Self, other: &Self) -> bool` to Rc and Arc Servo and Kuchiki have had helper functions doing this for some time.
