explicit `adt_dtorck_constraint` for `ManuallyDrop`

the only reason we didn't add outlives requirements when dropping `ManuallyDrop` was a fast-path in `trivial_dropck_outlives`. Explicitly acknowledge that fast-path in `adt_dtorck_constraint`
