Auto merge of #129257 - ChrisDenton:rename-null-descriptor, r=jieyouxu

Allow rust staticlib to work with MSVC's /WHOLEARCHIVE

This fixes #129020 by renaming the `__NULL_IMPORT_DESCRIPTOR` to prevent conflicts.
