Update references to -Z symbol-mangling-version to use -C

Browse Source 
Replace `-Z symbol-mangling-version=v0` with `-C symbol-mangling-version=v0`.

Replace `-Z symbol-mangling-version=legacy` with
`-Z unstable-options -C symbol-mangling-version=legacy`.
